rocThrust documentation

rocThrust is a parallel algorithm library that has been ported to HIP and ROCm, and uses the rocPRIM library.

rocThrust has been updated to align with CCCL 3.0.3, establishing a hard dependency on libhipcxx and adopting the changes made in upstream Thrust. See rocThrust migration to CCCL 3.0.3 for migration guidance.

The rocThrust project is located in ROCm/rocm-libraries.
