hipFFT documentation

hipFFT is an FFT (fast Fourier transform) marshalling library. It supports either rocFFT or NVIDIA CUDA cuFFT as the backend. hipFFT sits between the application and the backend FFT library, marshalling inputs into the backend and results back to the application.
