hipCUB documentation

hipCUB is a thin, header-only wrapper library for rocPRIM.

hipCUB has been updated to align with CCCL 3.0.3, establishing a dependency on libhipcxx and adopting the changes made in upstream CUB. See hipCUB CCCL 3.0.3 updates for migration guidance.

The hipCUB project is located in ROCm/rocm-libraries.
